The WHO eManual is the centralized authoritative source of information on the World Health Organization's policies.
These policies result from decisions taken by the governing bodies of the Organization (Executive Board and World Health Assembly) and the implementation of the Financial Regulations and Rules and the Staff Regulations and Rules.
Each department is responsible for keeping policies related to its area of work up-to-date and communicating any significant changes to all staff.
The general process covering the management of the content of the WHO eManual is shown in the workflow below.
Three roles exist in the WHO eManual: end-users; contributors; and approvers. The role of the user determines the actions that can be performed. These guidelines describe the actions performed by contributors and approvers.
Contributors and approvers play a key role in the management of the content of the WHO eManual and have specific access rights. These access rights are managed centrally.
End-users
The end-users of the WHO eManual are the staff members of the Organization worldwide as well as staff members from IARC, ICC and UNAIDS.
Staff members can browse, search and print approved policies as well as related content. They cannot see policies that are new or under revision until those policies have been fully approved.
Contributors
Contributors are responsible for updating existing policies and adding new policies. They are also responsible for formatting the policy pages and initiating the approval process. The contributors for a part or a section also maintain the related content pertinent to the part or the section in question.
Approvers
Approvers are responsible for reviewing and approving both the structure and the policies of the WHO eManual. When all the necessary approvals have been obtained, the policies are published.
Two approvers are nominated for each section:
- the first-level approver validates the technical aspects of the policy;
- the second-level approver certifies the correctness of the policy with respect to all relevant policies and regulations. Once the second-level approver has given his or her approval, the policy is published.
Nominating for contributor or approver role
Contributors or approvers must be nominated by their director or ADG (an email confirming the nomination should be sent to
emanual@who.int). The department or cluster is responsible for informing the WHO eManual team in the event of any changes.
The interface, and therefore the menu options available to users, depends both on the role of the user and on the context.
The main functionalities when accessing the WHO eManual either as a contributor or as an approver are briefly presented here below.
