10 The Secretariat comprises the Director-General and the staff of WHO. The Constitution provides that the Director-General, subject to the authority of the Executive Board, is the chief technical and administrative officer of the Organization.
20 The Director-General appoints staff members in accordance with the Staff Regulations established by the Health Assembly.
