10 The General Programme of Work (GPW) is provided for in Article 28(g) of the WHO Constitution. The General Programme of Work (a duration set for every GPW) provides a long-term perspective on challenges to health and the measures required for overcoming them, while setting forth a global health agenda. The core functions of WHO guide the work of the Secretariat, influence approaches for achieving the strategic objectives, and provide a framework for assuring consistent delivery at global, regional, and country levels.
The General Programme of Work is a strategy for global health; it builds on the foundation established by a previous General Programme of Workand reflects broad and ongoing consultation with Member States, partners and constituencies. The GPW includes an overarching theory of change articulating how WHO enables the joint actions needed to achieve the GPW strategic objectives and outcomes; establishes priority focus areas; provides an enhanced results framework including outcome indicators. The GPW guides the development of a programme budget for each biennium within the relevant GPW’s period and serves as the basis for resource mobilization.
