10 The programme budget operationalizes the GPW, defining the scope of
work and specifying results expected to be achieved during each two-year period
and defines the resources required for their achievement. To support this,
outcome indicators and output indicators serve as key metrics.
20 The Secretariat and the Member States have
joint responsibility for achieving the outcomes set out in the GPW. The achievement
of outputs is within the managerial responsibility of the Secretariat. While
outcome indicators measure the long-term results achieved through the combined
efforts of the WHO Secretariat and Member States, output indicators track the
immediate and intermediate changes at country level resulting from WHO
Secretariat efforts. Together, these indicators provide a comprehensive
framework for clarifying responsibilities, measuring progress, and ensuring
accountability across all levels. Operational planning, as well as performance
monitoring and assessment, at all levels, must relate to these results.
