10 Workforce planning is an integral part of operational planning. This includes the analysis of staff requirements for programme delivery and planning of staff time and related costs to deliver products and services.

20 The Workforce plan is a tool to represent the result of this planning. Its development starts with the programme budget development and represents an integral part of programme budget costing. After programme budget approval and workforce plan is further developed and approved during operational planning, as an integral part of the process of developing and approving the workplans of a budget centre.

30 The workforce plan lists the approved positions within a budget centre for the biennium, the duration of each position, the estimated cost of the position, the contribution to Output(s) through mapping, and the tasks and awards against which it is costed. It also includes all non-staff positions.

40 The approved workforce plan authorizes staffing for the budget centre, contingent on available funds during the biennium. All staffing actions must align with the workforce plan in the programme management system. The plan also facilitates monthly payroll cost distribution based on workforce plan through award mapping.

50 Once the biennium workforce plan is approved, the budget centre can adjust position parameters (title, supervisor, start and end dates, duration) as needed, provided costs stay within approved budget allocations and available funds. All changes are recorded in the programme management system and require online approval from the delegated authority within the budget centre.

60 Budget centres are required to fund their workforce plans with a minimum of six months of funding to cover the salaries of their staff as mapped to tasks and awards, to reduce risk and to allow for a rapid allocation of payroll costs monthly.

70 ​Any changes involving the creation or abolition of longer-term positions must follow the specific provisions in the following section.
