10 Liabilities are present obligations of WHO arising from past events, the settlement of which is expected to result in an outflow of resources embodying economic benefits or service potential.
20 A liability is only recorded if all three of the below criteria have been met:
- WHO has a present obligation (legal or constructive) to a third party as a result of a past event;
- It is probable (more likely than not) that an outflow of resources embodying economic benefits or service potential will be required to settle the obligation; and
- A reliable estimate can be made of the amount of the obligation.
