10 The Polio Within-Country Roaming policy ( or “Roaming Scheme”) is designed in response to the needs of the Polio Operations and Research unit (POL).
20 The Roaming Scheme applies only to staff members who are recruited at the professional level on temporary appointments for the Polio Eradication Initiative (PEI) and who are subject to rotation within the country where they are assigned. Within-country rotation is primarily aimed at reducing the length of time the members of PEI teams are deployed in the same high-risk area. It is used as a preventive measure to mitigate potential risks to which these staff members may be subjected in the performance of their duties. The Roaming Scheme is limited to within-country travel and shipment entitlements. All other conditions of service are those applicable to temporary appointments under Staff Rule 420.4.
30 Staff members are assigned for an initial period of one year, extendable to two years. Once in the country of assignment, staff members may be relocated from one location to another depending on programmatic needs. The letter of appointment will include a provision that relocation from one duty station to another within the country of assignments is a condition of service.
40 Duration of assignment will be determined by the operational needs of the PEI team, subject to the maximum duration of an appointment under Staff Rule 420.4. (i.e. two years).
50 The Organization will grant a lump sum amount to cover the travel expenses for the staff member and eligible family members from the place of recruitment to the country of the duty station as necessary on initial appointment and from the duty station to the recognized place of residence at the completion of the assignment.
60 Cost of travel upon initial appointment will be determined based on the most economic fare and most direct route from the place of recruitment and country of duty station. Travel upon separation will be up to cost of travel from the duty station to the staff member’s recognized place of residence on the basis of most economic fare and most direct route.
70 A lump sum amount will be granted to cover the expenses for the shipment of personal effects for the staff members and eligible family members on appointment as necessary and upon separation depending on the duration of the appointment as follows:

80 The Settling-in Grant consists of the payment of Daily Subsistence Allowance (DSA) on initial appointment of one year or more to staff members and to eligible family members whose travel to the country of duty station is authorised by WHO. The purpose of Settling-in Grant is to assist staff members and their eligible family members with the cost of hotel accommodation and other initial costs resulting from travel to the duty station. In accordance with Staff Rule 365 payment will be made upon arrival at the duty station at the prevailing per diem/DSA rate at the duty station and for the following duration:
- 30 days DSA to the staff member;
- 15 days DSA rate to each eligible family member (upon arrival at the main duty station).
90 All travel from one location to another within the country of assignment will be organized by WHO. No lump sum will be paid for such travel.
100 30 days DSA will be paid on each relocation under the Roaming Scheme, of an expected duration of at least six (6) months, from one location to another within the same country.
110 Upon deployment to another duty station within country of assignment, for a minimum duration of 6 months, the staff member will receive USD 1200 relocation grant to assist with the expenses related to the transportation of personal effects. No relocation grant will be paid for deployments of less than six (6) months.
120 Movements within the same country will not count towards eligibility for the purpose of mobility incentive.
130 The hardship allowance will be paid based on the location where the staff member is working. Payment will be prorated depending on the length of service in each location
140 Temporary appointments under Staff Rule 420.4 will come to an end upon completion of the agreed period of service or upon completion of maximum duration of uninterrupted service under consecutive temporary appointments. The Organization is not required to give notice to a temporary staff member who has completed the maximum duration of uninterrupted service under consecutive temporary appointments further to Staff Rule 420.4.
