10 The Staff Regulations embody the fundamental conditions of service and the basic rights, duties and obligations of the World Health Organization Secretariat staff. The staff regulations are promulgated by the World Health Assembly and:
- embody the fundamental conditions of service and the basic rights, duties, and obligations of the Organization's staff; and
- provide broad principles of personnel policy for the guidance of the Director-General in the staffing and administration of the Organization.
20 The Staff Rules implement the provisions of the Staff Regulations. They provide the rules which govern the conditions of service and the personnel practices of the World Health Organization. The Staff Rules are established by the Director-General under the authority of the Staff Regulations and are subject to confirmation by the Executive Board. The Director-General may, as Chief Administrative Officer, provide and enforce such Staff Rules consistent with these principles as he considers necessary. The Staff Rules shall be consistent with the provisions of the Staff Regulations.
30 The Director-General approves amendments to the Staff Rules subject to confirmation by the Executive Board. Reference is made to the latest version of the Staff Rules effective 1 July 2025.
40 The Director-General may make exceptions to the Staff Rules provided that such exceptions are not inconsistent with any Staff Regulation or other decision of the World Health Assembly; and provided further that each exception is agreed to by the staff member directly affected and is, in the opinion of the Director-General, not prejudicial to the interests of any other staff member or group of staff members.
