10 The WHO procurement procedures are set forth in WHO Financial Rule XI and in this eManual as referred to in the next paragraph.
20 The procedures for procurement of goods and services, are set forth in sections VI.1; VI.2; VI.3 and VI.4 of the eManual.
30 There shall be one Contract Review Committee (CRC) at headquarters and one CRC in each regional office, which shall be responsible for verifying that the contractors are selected within the procurement procedures and for submitting recommendations which are subject to final approval as set forth in this section.
40 The CRC’s approval must be filed in the RMS, and linked to the relevant procurement request in the GSM before a contract can be approved in GSM.
