Composition and quorum
10 Each regional office shall have its own CRC. It shall be composed as follows:
- the Director of Administration and Finance, as the Chair;
- the Budget and Finance Officer;
- a representative of the Regional Director.
20 The Regional Director shall designate alternates to replace the members of the CRC as specified in section VI.5.2 paragraph 30.
30 Two members of the CRC shall constitute a quorum for any meeting of the regional CRCs.
Applicable procedures
40 Regional CRCs shall review the following contractual arrangements:
- any proposed procurement of goods and services with an expected value exceeding US$ 300,000, or such lower amount as might be determined by the regional director, as well as any proposed procurement below such amount which the responsible procurement officer decides to submit to the CRC.
- all contracts in the field of insurance and for concessions to engage in commercial transactions on regional premises, after prior consultation with ADG/BOS at headquarters. The regional CRC should thereafter inform the headquarters CRC of the contract that has been concluded.
50 Regional CRCs decide whether or not to endorse the recommended contractor, or whether to recommend a different one, and convey their recommendation to the regional director for approval.
60 All contractual arrangements in the field of insurance, and in the case of procurement of supplies exceeding US$ 300,000 which are referred to and procured by headquarters (e.g. when they cannot be obtained locally, or for which it is more advantageous to purchase centrally), shall be submitted to the headquarters CRC, and thereafter to ADG/BOS for approval.
70 The Chair shall ensure the maintenance of a record of all CRC
proceedings and recommendations and of all related decisions of the regional
director; of statistics of the workload and activities of the regional CRC; and
make an annual written report thereon to the regional director, with a copy to
the Chair of the headquarters CRC. The Chair may delegate this responsibility
to a Secretary with terms of reference similar to those described in section VI.5.2 paragraphs 60 and 70 on the headquarters CRC.
80 The same rules and procedures as set forth herein for the CRC at headquarters shall apply mutatis mutandis to each regional CRC, with the exception of section VI.5.2 paragraphs 10, 20, 60, 70 and 260. Any waiver from competitive bidding needs to be approved by the regional CRC or by DAF, who will report this to the CRC.
90 The Regional Director may
establish lower thresholds for submittal for review by the regional CRC should
it be deemed appropriate to do so.
