10   Duty travel is applicable to the following categories of individuals (travel capacities) travelling for the Organization:

11   STAFF MEMBERS, JUNIOR PROFESSIONAL OFFICERS (JPO's), LOANS, EMPLOYEES OF OTHER UN ORGANIZATIONS:
 - WHO staff members, including individuals holding temporary appointments and interpreters.
 - Junior Professional Officers (JPOs): Individuals who wish to pursue a career in public health, sponsored by their respective Government to work with WHO on identification, design, implementation, monitoring and evaluation of WHO programmes. Although JPOs are not WHO staff members, their travel entitlements are the same as WHO staff.
 - Loan: Employee of another Organization on loan to WHO for a limited period, normally not exceeding one year, during which they are subject to the administrative supervision of the receiving organization but will continue to be subject to the staff regulations and rules of the releasing organization. Although Loans are not WHO staff members, their travel entitlements are the same as WHO staff.
 - Other UN Agency:  Employees of another Organization invited by WHO or travelling on a mission for the Organization. Although not WHO staff members, their travel entitlements are the same as WHO staff.

12   NON-STAFF TRAVELLERS:
 - Consultants: Individuals who are highly-qualified experts, and who perform non-staff functions within a limited and specific period of time. 
 - Experts & Expert Committee Members: Members of expert committees and their subcommittees, and of study and scientific groups.
 - Temporary Advisers: Persons invited for short periods of not more than sixty consecutive days to give advice or assistance to the Organization. Temporary advisers are not considered as staff members and receive neither appointments nor salary.
 - Participants: Participants at meetings, workshops, and other group activities for the exchange of technical and scientific information.
 - Fellows: A WHO fellowship encompasses a range of specially tailored training modalities for individuals and groups in the context of national capacity building. Such training may be of short or long duration and may take place in an appropriate training institution or in the field, within the fellow's home country or in another country
 - Volunteers rendering a service for WHO on a voluntary basis.
 - Intern: An internship is an arrangement between WHO and an individual whereby their educational experience is enhanced on a non-remunerated basis through practical assignments and exposure to the work of WHO.
 - Candidate: An external candidate travelling to attend a WHO interview.

13   GOVERNING BODIES (see section VII.6.6):
 - Representatives: Delegates to the World Health Assembly.​
 - RC Representative, Alternative RC Representative, RC Adviser: Member State Representatives to regional committees.
 - EB Member & Alternate EB Member: Chairman, Members and Alternative Members of the WHO Executive Board.
