10 All WHO buildings and associated equipment and machinery installed within such buildings, should be maintained and operated in conformity with local legislative requirements as a minimum standard. Where WHO’s standards exceed local legislative standards the Organization’s standards should take precedent where practicable. All WHO offices and operations should be maintained in a manner which minimizes the impact of the office and its operations on the environment.
20 It is recognized that achieving the foregoing standards may not be possible in all locations, but that the Organization should aim to achieve them through a phased improvement programme.
30 In cases where WHO operates from buildings it does not own, the Organization shall aim to operate such buildings in conformity with locally applicable standards and legislation as a minimum standard where possible.
40 In cases where the Organization operates from buildings provided by a host government, the Organization shall cooperate with the relevant local authorities and aim to conform to local legislation as a minimum standard, incorporating WHO standards where possible.
50 The Organization aims to operate all offices in conformity with United Nations Minimum Operating Security Standards where possible.
60 WHA23.14 requires that the acquisition of land or the construction of buildings, or building extensions, requires specific authorization from the World Health Assembly prior to the placing of any contracts for construction or the start of any related construction works.
