Automatic expiration of the designation (non-extension)

10 Designation of institutions as WHO collaborating centres (WHO CCs) automatically lapses upon expiry of the designation period unless their redesignation has been approved before the period of designation has expired. An ongoing process of redesignation on the date of expiry of the designation does not prevent the automatic "discontinuation".

20 Upon the automatic lapse, and after consultation with the Global Focal Point for WHO CCs, the regional office will send the standard letter of "discontinuation" to the institution and the Global Focal Point for WHO CCs will remove the centre from the official WHO CCs database. eCC will automatically highlight the expired cases to the Global Focal Point for WHO CCs to initiate this action. No additional procedure is required.

25  If due to exceptional circumstances an ongoing procedure of redesignation will not be finalized prior to the expiry date, a formal request for two months of additional time to finalize the procedure of redesignation may be submitted to the Office of the Director-General (DGO) by memorandum from the concerned responsible officer, through the concerned Assistant-Director General or Director of Programme Management in the regional office.

The following conditions are applicable: i. the memorandum must be received by the DGO before the expiry date of the concerned WHO CC; ii. any additional time granted by DGO is only for the purpose of finalizing an ongoing procedure of redesignation and does not constitute an extension of the period of designation of the WHO CC; iii. if additional time is granted by DGO, paragraphs 10 and 20 will strictly apply upon expiry of that additional time.

30 National authorities are normally informed (but not consulted) on the occasion of a non-extension.

Early termination

40 When warranted, an institution or WHO may terminate a designation before the end of the designation period by giving a three-month notice of its intention to terminate the designation (subject to any special term contained in letters of designation formerly in use).

50 If the early termination is initiated by WHO, concerned staff will be consulted, normally including the responsible officer, the concerned director (or area manager, AMRO), the concerned focal points for WHO CCs, LEG, and DGO. In all cases, the decision will rest with DGO.

60 Normally, any letter giving notice of the intention to early terminate the designation will be sent by the responsible officer unless it is decided otherwise by DGO. Once the notice period is over, the concerned regional director will sign the standard letter of termination.

70 If the institution decides on early termination, a copy of the notification of termination should be sent by e-mail or post to the regional WHO CC focal point and the Global Focal Point for WHO CCs for appropriate action.

80 National authorities are informed (but not consulted) on the occasion of an early termination.
