10 WHO collaborating centres (WHO CCs) are required to complete an annual report using the eCC system, which provides a report on their achievements in relation to their workplan and details the collaboration with the WHO Secretariat that occurred during the course of the year.
20 The assessment of performance (quality of work; timeliness of delivery; ability to work internationally) and continuing relevance of WHO CCs by the responsible programmes should be explicitly linked to WHO's internal mid-term and biennial programme reviews, both in technical and management terms (resource issues, staffing, etc). The performance assessment should feed into the strategic planning involving the centre.
Prior to any redesignation
30 The responsible officer should review the overall performance and the continued need and relevance of the WHO CC prior to the initiation of any redesignation procedures. If a decision has been made to redesignate a centre, the procedure for redesignation as stated in section XV.5.4. paragraphs 100-160 should be followed.
