10 Prior to issuing a Grant LOA to a grant beneficiary, the proposal must undergo a review process including a Capacity Assessment and a Due Diligence and Risk Assessment. A Grant Justification Memorandum summarizing the outcomes of the review as well as a justification on how the proposed Grant constitutes good Value for Money, is submitted to the Grant Review Committee who approves/rejects the grant proposal. These procedures are described in detail in the Grant LOA Standard Operating Procedures.
20 UN agencies are deemed to be in good standing and therefore grant proposals from UN agencies are exempted from the Capacity assessment and Due Diligence and Risk Assessment.
