10   A Grant Letter of Agreement (GLOA) refers to the mechanism under which WHO transfers funds to an external party (not a government entity). A WHO Grant is funding provided to achieve a programmatic result, an arrangement under which there is a transfer of funds from WHO to a beneficiary:

  • To assist the beneficiary reach specific goals in line with WHO's own objectives
  • To support WHO and national partners achieve health related objectives (including by providing support at country level to improve the health of the populations).

20   WHO can provide grants to:

  • support the grant recipient's work (e.g. WHO support to research projects) or
  • to implement activities on behalf of WHO/ government of a member state but funded by WHO when DFC or DI are not possible. (WHO grants to non-governmental organizations when NGOs are best placed to provide the necessary services in areas that cannot be reached by WHO/ national government. Technical and financial reports are required to demonstrate that the funded activities were carried out.)

30   Beneficiaries of GLOAs include the following categories:

  • Non-State Actors (nongovernmental organizations,  academic institutions) excluding private sector entities and business associations.
  • UN Organizations.
  • Intergovernmental organization (entities created by treaty, involving two or more nations)

40   Grant LOAs should be distinguished from Non-grant Letters of Agreement, which is the general term used to describe a contract with an external party which can be used for the procurement of services where it is not possible to use one of the standard service contracts (APW or Consultant Contract). Non-grant Letters of Agreement are described in more detail in section VI.2.3.​​
