10 For DI IPOs in graded emergencies, Responsible Technical Officers may submit high-level budgets in lieu of detailed budgets for emergency DI activities provided they have received approval in advance from the WHO Representative or Incident Manager. All other documentation requirements apply such as the need for supplier invoices, proof of payment, etc.

20 If payments for emergency activities are required immediately and the DI IPO to encumber funds for this activity is not yet available in GSM, the transaction can be charged directly to a PTAEO using the transaction type "PTAEO" in eImprest. Once the DI IPO for the emergency activity has been created, an entry must be recorded to reverse the PTAEO transaction and a new entry created to record the activity to the appropriate DI IPO.

30 When the DI IPO pertains to an emergency, submission of the DI FACE Reports may be deferred to 6 months after the activity completion date, instead of the standard requirement of 3 months.
