10   Regarding WHO Engagement with United Nations Multi-Donor Trust Funds (MDTF), several important principles need to be considered and conditions met before WHO enters into a formal agreement with a MDTF. These include:

  • WHO is committed to work collaboratively with one or more UN agencies towards a set of common goals.
  • The activities WHO will assume responsibility for are part of the UNDAF or CAP (Consolidated Appeals Process) funding gap are aligned with national development priorities, and are informed by the WHO strategic agenda of the Country Cooperation Strategy (CCS) and WHO core functions.
  • The fund management modality is acceptable to WHO and is clearly specified in a Memorandum of Understanding.
  • The concerned WCO has the absorptive capacity (or is able to strengthen it sufficiently in the proposal) to implement the activities and fully expend the funds to be allocated through the MDTF within agreed time frames.
  • All direct costs should be incorporated in the budget for the concerned activities.
  • The activities WHO will assume responsibility for are not already funded by other sources.

20   WHO departments (in countries, regional offices, or at headquarters) wishing to access MDTF funds should secure the necessary clearances from the Departments of Finance (FNM) and Planning, Resource Coordination and Performance Monitoring (PRP); the Office of the Legal Counsel (LEG) and the Office of the Director-General (DGO) (see section IV.1).
