10 Closing a workplan is part of the biennium closure process, which usually takes place a year after the end of the biennium.
20 Workplans are to be closed by the end of the year following the biennium for which the workplans were created. Before a workplan can be closed all its encumbrances must be liquidated or cancelled.
30 No delivery should be planned to be received after the end date of the award or the end of the biennium, whichever is sooner.
