10 Performance monitoring and assessment are key to WHO's results-based management framework. They integrate lessons learned into daily management and programme decisions, support long-term knowledge and institutional learning, and aid in performance reporting to Member States and stakeholders.

20 In WHO’s results-based management framework, performance monitoring and assessment aim to: 

  • align actions with commitments by making explicit performance expectations and means of verification;

  • measure and assess Organization-wide achievements as well as those of each country office, regional office Division and Headquarters Division;

  • promote a culture of performance orientation, accountability and transparency across the Organization; and

  • provide a basis for continuously improving effectiveness and efficiency of the Organization.

30 Monitoring is a continuous review of progress, while performance assessment is a periodic judgment about achievements and reporting them for accountability.

40 Monitoring is conducted in the form of regular and/or ad hoc reviews of progress, challenges, risk and making course corrections by teams and budget centres. These are normally done through workplan reviews, regular meetings on the progress of activities, delivery of certain products and services, monitoring of budget implementation and financing, as well as early indications of achievement of results. Regular six-monthly reviews for the entire Organization are conducted for such purposes, but ad hoc monthly or quarterly reviews may also be conducted as necessary.

50 ​Performance assessment is conducted at the mid-point and at the end of the programme budget cycle. The achievements are assessed against what has been committed in the programme budget.
