Organization-wide to assess achievements at the mid-point and at the end of the
programme budget implementation. The results framework, typically outlined in
the General Programme of Work, defines expected achievements during the whole
course of the General Programme of Work, while the programme budget outlines
specific results committed to by the WHO Secretariat and Member States with the
World Health Assembly-approved budget.
Mid-term Review (MTR)
20 The Mid-Term Review (MTR), conducted at the mid-point of the biennial programme budget cycle, tracks progress towards achieving biennium results. It includes progress towards outcomes and outputs, budget implementation towards these outcomes and outputs and country impact studies.
30 Guidance is issued each cycle to reflect agreed process requirements, including for regional offices. However, the minimum agreed steps and requirements are globally consistent, and no additional instructions contradict these principles.
End of biennium Assessment (EOBA)
40 At the end of each biennium, WHO conducts an organization-wide assessment of achievements against its biennial Programme Budget commitments. This assessment reviews progress towards impacts, outcomes and outputs, and budget implementation towards these outputs and outcomes.
50 EOBA evaluates whether the results committed in the approved programme budget are achieved and identifies lessons learned for the next planning cycle. It is based on the results framework, assessing how the Organization meets intended impacts, outcomes, and outputs. The EOBA reviews organizational performance, including the WHO Secretariat's effectiveness in delivering results with available resources during the biennium.
