​​Definition

10    The term of “temporary adviser” applies to persons invited for short periods of not more than sixty consecutive days to give advice or assistance to the Organization. It does not normally apply to persons engaged to give advice or assistance to a Member State. Temporary advisers are not considered as staff members in any sense and receive neither appointments nor salary. (See I.1.2.3 Governance, The Executive Board, for guidelines on the employment of Executive Board members, their alternates and advisers as temporary advisers).

Letter of invitation

20    Letters addressed to individuals inviting them to serve the Organization as temporary advisers must follow the standard template in the related content.

Per diem and travel allowances; travel and baggage entitlement 

30    The policies and procedures related to Temporary Advisers are now published under section VII.7.5 Per diem and travel allowances for Experts and Temporary Advisers and section VII.2 Travel and Baggage Entitlement.

Insurance

40    Subject to limits and conditions set out in the relevant policies, temporary advisers are covered, at WHO’s cost, for their : (i) baggage and personal effects, during travel - see VII.7 Non-staff Travel; and (ii) an accident and emergency insurance policy- see non-staff insurance.

50    Temporary advisers may purchase additional voluntary complementary insurance coverage directly from the insurance provider proposed by WHO, for compensation in case of death due to illness and medical expenses for general (non-emergency) illness during the contract period – see non-staff insurance.
