10 All incoming material, except administrative mail and confidential private mail for which the addressees or units can be identified from the outside of the envelope, is sent to Records and Archives at headquarters or to the registry in regional offices with registry services.
20 Staff members should make arrangements for their private correspondence to be sent to their home address. If for any reason this is not possible they should ask correspondents to put "Personal" or "Confidential" on the envelope so that it is not treated as official mail and therefore opened. The central mailing office signs a collective receipt for all registered mail addressed to the Organization received in one delivery. No responsibility can be accepted for personal letters or parcels included in such a delivery and lost in the course of distribution.
