10 Outgoing correspondence must be sent to Mailing unsealed.
20 No communication or parcel may be dispatched at the expense of the Organization except if it is in connection with official business. The Organization reserves the right to inspect the contents of any envelopes or parcels. The inspection is carried out by officials designated by the Director-General at headquarters and by the regional directors in the regions.
