10 Publications are materials that are issued or made accessible to the public, or to a defined target group of the public, by the Organization for the purpose of communicating health knowledge and guidance. Examples include guidelines, manuals, technical or meeting reports, information sheets and journal articles.
20 Publications do not include either communications materials (e.g. notes for the media, press releases, official WHO statements, corporate fact sheets) or governing bodies documentation (e.g. documents for the Executive Board or the World Health Assembly), which are cleared by the Department of Communications (DCO) and the Office of the Governing Bodies (GBS), respectively (see sections I.4 and V.2.4).
30 The assistant director-general or regional director concerned should clear all publications that are issued by WHO headquarters or regional and country offices, including those that are to be published by external publishers (external publications; see section VIII.1.4). In addition, those that are to be published by the Organization (WHO publications) should meet the related minimum criteria (see section VIII.2.2).
