10   Use of the WHO logo (consisting of the WHO emblem plus the name of the Organization; see section I.7) on publications issued by WHO is subject to authorization by the assistant director-general or regional director concerned through the WHO clearance process (see section VIII.1.4, paragraphs 60 to 90).

20   The appearance and positioning of the WHO logo should comply with the Guidelines on use of the WHO logo. It should be in the same language as the publication on which it appears.

30   The WHO logo should not be used for the promotion of any entity, product or service (e.g. advertising or product literature or packaging) or used in any way that suggests endorsement of entities, products or services by WHO (other than the publication itself; see section VIII.2.7).

Use of the WHO logo on publications published by WHO

40   Use of the WHO logo on a WHO publication  indicates that the material is published by WHO, that it represents the high technical and scientific standards expected of WHO, and that it is fully consistent with the Organization’s policies and priorities.

50   All WHO publications should be identified with the WHO logo as a rule. This applies to printed publications (on the cover and title pages), electronic files published on the WHO internet site (including PDF, HTML and other web versions), CD-ROMs and DVDs (on the packaging and opening screens), and audiovisual materials.

60   If one or more WHO offices have been involved in the development of a WHO publication, only the logo of the office that publishes the material should appear on the final publication. The contribution of the other office(s) should, however, be acknowledged in an acknowledgements section (see section VIII.2.1, paragraphs 40 to 100).

Use of the WHO logo with logos of external entities on publications published by WHO

70   The logos of external entities (such as United Nations agencies, nongovernmental organizations or ministries of health) that have been closely involved in the preparation of the technical content of a WHO publication may be featured on the cover and title page with the WHO logo. This use is subject to authorization through the WHO clearance process (see section VIII.1.4, paragraphs 60 to 90). It should be ensured that no commercial interests are involved (see section VIII.7.1). Permission to use the logos of external entities must be obtained from the entities concerned, which should also be asked to provide the appropriate graphic design files. It should be clear to readers from the acknowledgements section (see section VIII.2.1, paragraphs 40 to 100) what role these entities played in the preparation of the publication.

72  The logos of external entities that have contributed to the preparation of the technical content of a WHO publication through an agreement for the procurement of services, such as an Agreement for Performance of Work (see section VI.2.3), may not be included. However, their contribution should be acknowledged in the acknowledgements section (see section VIII.2.1, paragraphs 40 to 100). 

80   If an external entity has provided funds towards the development of a publication, it should be acknowledged in the acknowledgements section with a separate mention of its contribution (see section VIII.2.1, paragraphs 40 to 100). The contribution of funds should not be acknowledged by placing the logo of the external entity on the cover or title page.

Use of the WHO logo on publications published by commercial and scholarly publishers, including journal publishers

90   In exceptional cases, it may be appropriate for WHO to authorize an external publisher to publish a book manuscript on behalf of the Organization, subject to the procedure described in section VIII.6.3. If the external publication of a manuscript is authorized and the appropriate agreement is concluded, the WHO logo may be used on the cover, together with the publisher’s logo.

100  The WHO logo should not be used on contributions published by external publishers that relate to the work of WHO staff members and identify those people as employees of WHO (see also section VIII.6.3).

110   All such external publications are subject to authorization through the WHO clearance process (see section VIII.1.4, paragraphs 60 to 90).

Use of the WHO logo on publications published by external entities

120   If WHO has made a substantial contribution to the technical content of a publication to be published by an external entity (such as a United Nations agency, a nongovernmental organization or a ministry of health), the WHO logo could appear on the cover and title page, subject to authorization through the WHO clearance process (see section VIII.1.4, paragraphs 60 to 90). It should be ensured that no commercial interests are involved (see section VIII.7.1). If WHO has not made a substantial technical contribution, the WHO logo should not be used on such publications.

130   Requests to use the WHO logo on publications to be published by external entities must be considered with great care, since appearance of the WHO logo implies WHO support or endorsement. Such requests should be made to the WHO department responsible for preparing the publication. The WHO department will usually be responsible for obtaining authorization for the use of the WHO logo through the WHO clearance process (see section VIII.1.4, paragraphs 60 to 90).

140   Any publication to be published by an external entity on which the WHO logo will appear (on the cover, opening page or elsewhere) will be expected to be not only technically and scientifically accurate, but also produced to a high editorial standard and fully consistent with WHO’s policies and priorities.

Use of the WHO logo on translations of WHO publications published by external publishers

150   Use of the WHO logo on translation of WHO publications published by external publishers is not permitted.

Use of the WHO logo on educational materials published externally

160   Reproduction of the WHO logo is permitted in school textbooks and examination papers that test students’ knowledge of agencies of the United Nations system, subject to authorization by WHO Press on receipt of a completed permission request form.
