10.          The Contributor Engagement Management (CEM) system is an online platform that supports resource mobilization across the Organization to manage all incoming funding, from outreach to award creation.  

20.          The system encompasses WHO's resource mobilization process for managing voluntary contribution proposals, agreements and awards (see Information Notes 14/2021 and 08/2022)Dialogue and negotiations related to emergency funding are also expected to be logged using the CEM system.

30.          Following award creation, all subsequent award management processes, such as Award Distributions Requests (ADR) and Award Modification Requests (AMR), can be managed through the CEM system for seamless processing by the Global Service Centre (GSC) team.

40.          The main objectives of the CEM system are as follows:

  • to facilitate the management of contributor relationships and intelligence and help capture funding opportunities on the contributor pipeline so that they will be visible;
  • to develop customized workflows for clearing documents;
  • to help facilitate and monitor the implementation of distributed funds in line with the terms and conditions of the respective agreement (such as the level of earmarking, timeline and reporting requirements); and
  • to manage reporting and visibility more consistently across WHO, thus better meeting contributor expectations.

System Access 

50.          You can log into the live CEM Salesforce environment at https://who.lightning.force.com

*Note it is recommended you use Chrome or Edge browsers. The system should automatically log in if you use your WHO WIMS identity on a WHO computer. If you are using a personal device, you will need to enter your WIMS credentials and vConnect token.

Requesting access

60.          You or anyone within the Organization can request access to the CEM system on your behalf using the CEM request form available via WHO's MyService portal.
