10 A WHO office works with the Ministry of Health, other ministries and government institutions as appropriate.
20 In general, a Basic Agreement is concluded between WHO and the government concerned which sets out the administrative and legal framework for the technical cooperation between the parties.
United Nations system and intergovernmental financial institutions
30 The Head of a WHO Office (see section I.5.4) is a member of the United Nations Country Team coordinated by the United Nations Resident Coordinator. WHO offices actively engage in the development and implementation of the United Nations Development Framework (UNDAF). In addition, WHO offices maintain close coordination with the representative of intergovernmental financial institutions.
Bilateral agencies, global health initiatives, funds and foundations
40 WHO offices harmonize their work with other health and development agencies, bilateral agencies, global health initiatives, funds and foundations. WHO offices work towards shaping the health dimension of partnership platforms such as poverty reduction strategies and sector wide approaches in support of national health policies, strategies and plans.
Nongovernmental Organizations and civil society
50 As appropriate, WHO offices may collaborate with national and international nongovernmental organizations (NGOs) as well as faith-based organizations and representatives of the civil society.
Private sector
60 Interactions between WHO offices and commercial enterprises on matters not referred to in the eManual, such as the establishment of multiple-party alliances or product pricing, must only be initiated after due consideration by the regional director or assistant director-general concerned and, as appropriate, the Office of the Legal Counsel.
