10 Heads of a WHO Office are expected to be fully aware of health development, as well as the political and socio-economic situation of their country (or countries) of assignment. They should also provide regular information on the political, health and socio-economic situation in the country to the Director-General and their respective regional director.
20 Heads of a WHO Office communicate to and advocate for any global health agenda, policies and strategies among appropriate governmental agencies, academia and civil society as well as bilateral and multilateral agencies.

30 Heads of a WHO Office may, at their discretion and within their delegation of authority, issue factual statements giving general information about WHO or about WHO collaborative programmes to the local press, radio and television stations, or other media supports, especially on subjects of purely local concern. A copy of any written statement issued should be sent to the regional office concerned and to headquarters, as appropriate. These statements should be purely based on technical information provided by WHO.
40 In case of an emergency event or if political or sensitive questions are involved, or if the information can be given a political interpretation or used for political purposes, such statements should be cleared beforehand with the regional office concerned and with headquarters, as appropriate.
