20 The Head of a WHO Office represents the Organization as a whole in the country (or a group of countries) of assignment. Internationally recruited Heads of a WHO Office are the representatives of the Director-General and of the regional director concerned.
30 Terms of reference and a specific delegation of authority bearing on the technical, administrative and financial aspects of the duties of the Head of WHO Offices are defined in globally agreed terms of reference (see related content: Terms of Reference of Heads of WHO Offices).
Selection
40 Vacant positions of internationally recruited Heads of a WHO Office are advertised annually and selected from a global roster.
Credentials
50 Internationally recruited Heads of a WHO Office, upon appointment to a country, are provided with written credentials for the purpose of their accreditation in the country (or countries) to which they are assigned. These credentials are issued and signed by the Director-General and the regional director concerned.
Delegation of authority
60 A written delegation of authority is defined in each region for Heads of a WHO Office. Based on the authority delegated by the Director-General, the regional director determines the degree of the delegation of the financial authority granted to each Head of a WHO Office.
