Staffing

10   The organizational and staffing pattern of WHO offices is based on a core staff as well as time-limited programme specific staff as identified in the Country Cooperation Strategy (CCS) priorities (see related content: Guidelines for working with WHO Offices in countries, areas and territories). The minimum core staff of a WHO office includes the Head of Office and an administrative officer.

Financial authority

20   WHO offices are authorized to implement WHO collaborative programmes based on the approved workplan. Each office is considered a budget center and accordingly maintains its own account in the Global Management System (GSM).

Premises and equipments

30   WHO offices may be located either in the Ministry of Health or in United Nations Common Premises to facilitate WHO technical cooperation and collaboration with governmental or United Nations partners, or in independent premises as appropriate.

40   Staff in a WHO office should refer to any relevant guidelines and procedures defined at the regional level for information and advice on the furnishing and equipping of the office, the selection and maintenance of suitable vehicles, accommodation and facilities for staff, filing and other office procedures, office reference material, operation of the GSM, etc.
