10 The use of the WHO emblem is governed by resolution WHA1.133. In this resolution, the First World Health Assembly resolved that "appropriate measures should be taken to prevent the use, without authorization by the Director-General, and in particular for commercial purposes by means of trade-marks or commercial labels, of the emblem, the official seal and the name of the World Health Organization, and of abbreviations of that name through the use of its initial letters".
20 In most Member States of WHO, legislation has subsequently been introduced to protect the emblem, seal and name of the Organization. The WHO emblem, name and abbreviation are also protected from being registered as trademarks.
30 The WHO emblem and logo may not be reproduced by external entities without express written permission. A form for requesting permission to reproduce WHO copyrighted material (including the WHO emblem and logo) is available on the WHO headquarters Internet site and on some regional office Internet sites.
40 Requests from external entities relating to the use of the WHO emblem or logo on information products (see section VIII.1.1) must be processed in accordance with section VIII.8.1.
50 Requests from external entities relating to the use of the WHO emblem or logo which are not related to information products must be addressed by the office, department or programme concerned to the Office of the Legal Counsel (LEG).
60 In general, permission to reproduce the WHO emblem or logo may be granted where a legal relationship exists between the requesting entity and WHO, or in connection with activities that have received financial or other support from WHO, and where it can be shown that the use of the emblem or logo will further the aims of the Organization in a manner compatible with its established policies. Permission is usually refused if there appears to be a possibility that the use of the WHO emblem or logo by the requesting entity might be misconstrued, especially if such use might be held to imply WHO support of commercial interests.
Use of the WHO emblem on flags
70 The use of the WHO emblem on flags is regulated by the WHO Flag Code and Regulations. Requests for permission to use a WHO flag should be sent by the office, department or programme concerned, with a full justification, to LEG (see related content: WHO Flag Request Form).
80 The use of the WHO name, emblem, logo and flag by WHO collaborating centres is subject to the provisions described in section XV.5.9.
Use of the WHO logo in conjunction with the logos of WHO departmental, programme and project logos
90 The WHO logo must be used in conjunction with WHO departmental, programme or project logos. In such cases, the WHO logo must always be positioned in the most appropriate manner, as described in the WHO visual identity guidelines.
100 The use of the WHO departmental, programme or project logos and the WHO logo on information products is subject to the provisions described in sections VIII.1.4 and VIII.8.2.
Use of the WHO logo in conjunction with the logos of partnerships hosted by WHO
110 The WHO logo must be used in conjunction with the logos of formal partnerships hosted by WHO (see section XVIII.2). In such cases, the WHO logo must always be positioned in the most appropriate manner, as described in the WHO visual identity guidelines.
120 The use of the logos of formal partnerships and the WHO logo on information products is subject to the provisions described in sections VIII.1.4 and VIII.8.3.
