The special HR and administrative measures put in place during the COVID-19 pandemic cease as specified within the measure or on 31 December 2023 whichever is earlier.  The document repository remains available here for reference purposes only.  WHO eManual provisions and Staff Regulations and Staff Rules prevail going forward. 


This repository serves as an archive for documents published by the Department of Human Resources & Talent Management during the COVID-19 pandemic.  These documents are primarily intended for administrative staff, including human resources, who oversee the administrative arrangements for staff members and their recognized family members.  They are meant for information only and do not take the place of the WHO Staff Regulations and Staff Rules and other promulgated administrative issuances.
