10   Publications containing politically sensitive material, such as references to countries or territories whose international status or borders are disputed (see section VIII.2.9), should be cleared by LEG, and if necessary, DGO. In principle, if a publication includes any text criticizing a particular government or national health service, the technical department should inform the government concerned in advance of publication. Brief statements of this nature, presented as examples from particular countries or as attributed views from other publications, are generally acceptable but the possibility of causing embarrassment to governments should always be borne in mind. LEG, and if necessary, DGO, should be consulted if there is doubt regarding the acceptability of a statement of this nature.
