10 Photographic or video material that depicts identifiable human subjects should only be used by WHO if informed consent (written or videotaped) has been obtained from the individual(s) portrayed or their parent(s) or guardian(s). This requirement applies both to WHO copyright items and to photographic and video material owned by others but used, with permission, by WHO (see section VIII.6.4).
15 Staff members who commission photographs and videos, or who take photographs of human subjects in the field, must ensure that informed consent is obtained in accordance with the provisions of paragraph 10. In the case of commissioned work, this requirement should be included in the providers' terms of reference (see Terms of reference for photographers).
20 A Declaration of Consent and Release for Photograph, Video and/or Sound Recordings ("Declaration of Consent form") for signature by persons depicted in photographic or video material to be disseminated by WHO and a specimen letter for requesting permission are available on the WHO intranet (see section VIII.6.4). The Declaration of Consent form also includes biographical and clinical information about the subject (see section VIII.7.3).
30 Photographic
and video material for which WHO holds copyright should be securely transferred
to the database at WHO headquarters in Geneva or the relevant regional office, together with all the necessary consents
(signed Declaration of Consent forms or videotaped verbal consent) included.
For photographic or video material owned by others and used, with permission,
by WHO, the permissions which certify that any identifiable human subjects
depicted therein have given their informed consent should be archived at the executive clearance stage (see section VIII.1.4, paragraphs 60 to 90).
