Authority to approve and certify the disposal of fixed assets
10 Proposals for the disposal of fixed assets must be approved and certified as follows:
- In HQ: Approved by the Director of the department having custody of the fixed assets, and certified by the Asset Management unit (AMG).
- In Regions: Approved by the local Property Survey Committee (PSC) and certified by the applicable asset management unit of the regional office.
20 A copy of all approved disposal requests should be kept by the asset management unit in each regional office (in HQ by AMG).
Method of disposal
30 The method of disposal following certification should be the most advantageous to WHO. This shall be one of the following:
(a) VEHICLES In order to maximize revenue, public auctions should be the first option for disposing of WHO vehicles. If this is not possible or practical, then other sales options or trade-in should be considered.
Other disposal options, such as donations, may only be used in exceptional circumstances after approval from the respective PSC (in Regions) or Director, OSS in HQ.
(b) OTHER FIXED ASSETS
- sale or trade-in, in existing condition;
- removal by a locally authorized recycling company
- donation, in existing condition; or
- breakdown as a source of spare parts for other WHO equipment;
If none of the options listed above is practical, authority may be given for its destruction.
