10 The HWO may decide to authorize a shuttle service for WHO personnel to commute to and from the office in the absence of a reliable public transport system that results in delays or long walking distances; and/or when local security conditions merit it.
20 When organizing a shuttle service, the HWO should verify:
21 What the practice of other UN agencies is, and whether WHO could join a common transportation system;
22 Whether a commercial transportation service with acceptable standards of safety and quality vehicles could be made available;
23 Whether and how WHO should operate its own shuttle service, considering the availability of vehicles and drivers, the distance to be covered, the number and location of collection points required, etc;
24 Whether operational costs should be recovered from the use of the service.
30 The reason for the decision to establish a shuttle service must be documented, approved by the DAF and reconfirmed on at least an annual basis.
