| Regional Directors (RD) | RDs are responsible for taking appropriate measures to: - ensure that road safety and transport management are core components of all WHO programmes and activities;
- ensure all managers and personnel working for them discharge their responsibilities in ensuring compliance with the Road safety and vehicle management policy;
- make available necessary resources to support the implementation of this policy;
- liaise with the Assistant Director-General for Business Operations to ensure a coherent, organization-wide approach to road safety;
- advocate for global road safety in all available forums;
- oversee the implementation of this policy and ensure compliance in their region;
- recognize and reward good performance in road safety and transport management.

| Assistant Director-General, Business Operations and Compliance | Responsible for taking appropriate measures to: - ensure that road safety and transport management are core components of all WHO support functions provided by Business Operations;
- ensure that all managers and personnel under his/her supervision discharge their responsibilities in ensuring compliance with the policy;
- liaise with RDs to ensure a coherent, organization-wide approach to road safety.

WHO Fleet Services (WFS)
| Responsible to: - set the direction and content of this policy, ensuring it aligns to organizational expectations for road safety and transport management;
- support the Country and Regional Offices in the implementation of this policy, developing appropriate guidelines, processes, systems and training to ensure WHO personnel are equipped to comply with the policy;
- manage and maintain an appropriate systems environment (the Fleet Management System) for the management of transport services in WHO;
- put in place and oversee global agreements for suppliers of transport related services and goods;
- support the investigation and learning from serious road traffic incidents, and advise WHO leadership (CO, RO, ADG) on appropriate transport related risk reduction strategies;
- represent WHO in fleet and transport related forums, internally and externally, and to advocate for developments and resources which drive improvement.

| Directors of Administration and Finance (DAF) in Regional Offices and Director HQ/OHS | Responsible for taking appropriate measures to: - provide guidance to RDs on the implementation of this policy;
- ensure that road safety and transport management are core components of all WHO support functions provided at operational level;
- take measures to help ensure all managers and personnel under his/her supervision discharge their responsibilities in compliance with the policy;
- consult with HWOs and Security Services on all matters concerning road safety and the implementation of the policy;
- act on cases of non-compliance of road safety policy, practices and procedures;
- assist/support the mobilization of resources to assist WHO Country Offices in the implementation of this policy;
- require reporting of any road traffic incident/crash that gives rise to injuries and deaths, including of third parties.

Regional Transport Focal Points
| - Regional Offices must have a Regional Fleet Manager/Transport Focal Point who supports country offices and ensures policy compliance.
- The regional Fleet Manager / Transport Focal Point will also act as an interlocutor between the country offices and WHO Fleet Services (WFS)

| Heads of WHO Offices (HWO) | HWOs are responsible for taking appropriate measures to: - assume responsibility for the road safety amd transport of WHO personnel at respective duty stations;
- ensure that road safety and transport management are integrated in all activities and appropriate funding is provided based on need;
- consult with the DAF and Security Services on all matters concerning road safety and the implementation of this policy;
- enforce compliance with this policy by WHO personnel under their office.
- act on cases of non-compliance of road safety policy, practices and procedures;
- ensure all activities of the office are conducted in a way that manages road safety risk, maximizes transport service provision cost effectiveness and minimizes the associated environmental impact including via the recruitment of skilled and knowledgeable Transport Managers / Focal points and drivers;
- ensure all road safety-related incidents are reported, analyzed and acted on in accordance with this policy;
- take measures to ensure that all his/her personnel attend appropriate road safety awareness training and briefing and, lead by example by taking the training themselves;
- inform DAF of any road traffic incident in accordance with this policy;
- be overall accountable to ensure the transport services provided are appropriate for the mission, and deliver at optimal cost efficiency, safety and with minimal impact to the environment.

| Administrative Services Officer (ASO) | ASOs are responsible for taking appropriate measures to: - act behalf of the DAF from whom they have delegated responsibility to coordinate and control transport of WHO personnel in WHO vehicles in region of responsibility;
- oversee the work of the Regional Transport Focal Point;
- keep DAF systematically informed regarding road safety incidents in their region of responsibility.

| Administrative Officers (AO)/Operations Officers (OO), Field Security Officers (FSO), Transport Focal Points (TFP) | Responsible for taking appropriate measures to: - advise and assist the HWOs/operations manager on their road safety and transport related responsibilities;
- manage day-to-day road safety and transport services management matters;
- conduct country-specific road safety risk assessments;
- prepare, maintain and update the country-specific road safety plan;
- immediately report and investigate all road safety related incidents involving WHO personnel and/or WHO vehicles to the HWO, Regional Security Services, ASO and DAF;
- ensure all transport service related data is entered into the WHO Fleet Management systems and tools in a timely and accurate manner and in accordance with this policy;
- analyse transport service related data and escalate key trends and any issues identified;
- ensure the overall fleet composition meets the needs of the missions and is not oversized;
- ensure that environmental sustainability targets are in place and are aligned to WHO's missions.

| WHO personnel | WHO personnel are responsible for taking appropriate measures to:
- Familiarize themselves and comply with this policy and any related instructions;
- apply and comply with all WHO road safety and transport sevices regulations and procedures at the duty station, whether on or off duty;
- respect local traffic laws and regulations and act in ways consistent with WHO best practices, recommendations on all behavioural risk factors such as speed, alcohol, use of helmets and safety belts;
- report all road safety-related incidents in a timely manner as described in this policy;
- attend and complete all road safety training relevant to their level and role.

| WHO drivers | Drivers are responsible for taking appropriate measures to: - Familiarize themselves and comply with this policy and any related procedures and instructions;
- ensure that all occupants of the vehicle are wearing their safety belt before driving
- apply and comply with all WHO road safety regulations and procedures at the duty station, whether on or off duty;
- respect local traffic laws and regulations and act in ways consistent with WHO best practices and which deliver safe and excellent standards of professional driving;
- report all road safety-related incidents in a timely manner as described in this policy;
- attend and complete all training relevant to their level and role;
- escalate any concerns which may impact on the safety of WHO personnel.
