10 It is WHO policy that staff are responsible for their own safety and security as well as that of others with whom they work. Staff are therefore required to exercise proper precautions and to avoid taking unwarranted risks that jeopardize either their own safety and security or that of other WHO personnel, as well as the assets and property of WHO.
20 The policy aims to support an organizational road safety culture by:
21 Not regarding road traffic crashes and subsequent injuries as accidents, but rather as preventable incidents that can be systematically prevented or mitigated;
22 Creating senior management commitment and support for excellence in road safety performance;
23 Establishing an organizational accountability framework for road safety; See eManual para XIX.2.4
24 Integrating safe road and vehicle use in all our organizational (operational) activities;
25 Engaging all personnel to continuously improve road safety behaviours;
26 Promoting a systematic approach to the reduction of road traffic crashes involving WHO personnel and vehicles;
27 Endeavouring to make available adequate resources to implement, maintain and enhance the road safety activities of the WHO vehicle fleet and personnel;
28 Defining and implementing road safety standards for transport of WHO personnel in WHO vehicles that focus on the driver, the passengers, the journey and the vehicle;
29 Establishing minimum standard requirements aimed at ensuring that drivers have the appropriate skills, knowledge and expertise to minimize road safety risks (as well as providing appropriate continued training on the job);
30 Ensuring drivers are fit, rested and with good vision;
31 Using appropriate technologies to prevent and reduce the impact of road traffic crashes involving WHO vehicles;
32 Measuring, monitoring, auditing and reviewing road safety performance to ensure continuous improvement towards our goal of reducing fatal crashes and injuries involving WHO vehicles.
40 The policy builds upon, and is aligned with, the United Nations road safety strategy.
