10 Driver: A staff member (or individual contracted by WHO) whose functions involve driving a WHO vehicle for WHO work-related purposes, regardless of contract type or duration of assignment.
20 DAF/OSH: Director of Administration and Finance in regions and/or Director Operational Support, Security Management and Health & Wellbeing Services (OSH) at WHO headquarters.
30 Fleet Management System (FMS): The WHO standard fleet data recording, reporting and analysis environment of tools and software.
40 Head of WHO Office (HWO): The heads of WHO Offices in countries, territories and areas.
50 Incident: An unplanned, undesired event involving a vehicle and may cause death, injury, loss or damage or some combination of all three in varying degrees from minor to catastrophic. This may include, for example, an attack, shooting, hijack, damage to or theft from a parked vehicle or loss and /or damage to one or more vehicles due to theft, fire or another occurrence.
60 Road traffic incident: Any incident resulting in a collision involving one or more vehicles on a road in a UN compound or public/private area that results in injury, death and/or material damage.
70 Transport Focal Point: The person assigned the day-to-day responsibility for managing the WHO transport services within the WHO Office. Depending on the size of the office and/or size of the fleet, this function may fall under the duty of the Logistics or Administration Officer/Assistant or Operations Officer (AO/OO).
80 Vehicle tracking system (VTS): The WHO standard in-vehicle monitoring and data capture system.
90 WHO vehicle passenger: Any person who is transported in a WHO vehicle.
100 WHO Office (WO): WHO HQ, Regional, or Offices in Countries, Territories and Areas.
110 WHO vehicle: Any vehicle owned, loaned, leased or rented by the Organization including light vehicles and motorbikes.
120 Long term rental: any vehicle which is rented by WHO for a period of 30 consecutive days or more.
130 UN Fleet: offers a vehicle leasing solution to meet the needs of UN agencies and operations.
140 Leased vehicle: a vehicle specifically under a leasing agreement with UN Fleet which, for the purposes of this policy, is referred to as ‘leased’.
150 WHO personnel: WHO staff and affiliate personnel, including, as applicable, interns and volunteers, United Nations Volunteers assigned to WHO, WHO consultants and other contracted personnel.
