20 Support functions:
21 WHO Fleet Services: To provide technical and operational support and guidance on all vehicle fleet-related matters to the organization at all levels.
22 Headquarters/Regional Office Staff Health and Well-being services (HQ/SHW, RO/SHW): To monitor drivers' fitness for work.
23 Headquarters Department of Health Promotion, Social Determinants: To provide global guidance on road safety and working with partners and governments to improve the road safety policy and its implementation.
30 WHO Offices - Administration
31 All WHO Offices using WHO vehicles are required to designate a Transport Focal Point. In WHO Offices using shared services with other United Nations (UN) organizations, one of the UN organizations may be assigned this role and related responsibilities.
32 Plan the requirements for vehicles and related budget allocation.
33 Manage the day-to-day operation of the fleet including drivers, fuelling, maintenance and data collection and reporting.
34 In operations with a fleet size of more than 30 vehicles, it is highly recommended that a dedicated Transport Focal Point be appointed with the sole task of managing the entire fleet of the WHO Office, in accordance with the WHO Fleet Management Handbook. This includes owned, loaned, rented and leased vehicles.
35 Heads of WHO Offices and Transport Focal Points must hire skilled, knowledgeable and competent drivers for WHO vehicles.
40 WHO Offices - Security
41 The security conditions of the operation are determined through the UN Security Management System. Security risk assessments (SRA) are conducted by the UN Department of Safety and Security, as well as the WHO Field Security Officers (FSO), for all countries where WHO has operations.
42 The SRA usually includes reference to road travel and the use of vehicles. The security adviser/focal point may also specify the requirements, alerts, and other parameters for use of the vehicle tracking system within each country.
