10 It is the responsibility of each WHO Office to plan, manage, coordinate and communicate the day-to-day operations of the fleet, and create an annual vehicle requirement plan.
20 The fleet must be appropriately sized with the quantity and profiles of vehicles required to meet the needs of operations, while being cost effective, safe and minimizing the impact on the environment.
30 WHO transport services will comprise a blended composition according to what best fits the needs in each case. Country Offices must review the composition at least once per year to ensure it remains fit for purpose, and assess the full range of options available to them including:
- Owned vehicles
- Loaned vehicles
- Leased vehicles
- Rented vehicles
- UN shared vehicles / services
40 WHO Country Offices will proactively collaborate with other UN organizations on fleet planning and sharing of pooled fleet resources, in order to maximize efficiencies in the use of our resources.
50 WHO Country offices must also have plans in place for scaling up (and down) transport services in times of rapidly changing need, for instance in an emergency response. Long Term Agreements must be in place in advance with rental / lease service providers as a preparedness measure.
60 For all WHO owned vehicles, planning and budgeting must be in place to ensure vehicles are safe, maintained, cost optimised and replaced when needed. Fleet right-sizing plans must be reviewed and updated at least once per year and shared with the Regional Office. (Link to the Fleet Right-sizing plan template)
