10   WHO's security policy emphasizes the accountability and responsibility of managers at Headquarters and at the Regional and Country levels for the security of personnel, assets and operations and seeks to improve their security management decision-making with technical advice from both Headquarters and the Regional levels.

20   According to generally recognized principles of public international law, the primary responsibility for the security and protection of personnel of the UN system lies with the host government. However, while not abrogating the responsibility of the host government for its obligations, UN organizations including WHO have a duty as employers to reinforce and, where necessary, supplement the capacities of host governments to fulfil their obligations in circumstances where UNSMS personnel are working in areas that require prevention and mitigation measures which the host government cannot reasonably be expected to provide.

30   The overall responsibility for the UNSMS rests with the Secretary-General, who is supported in managing this responsibility by the Under-Secretary-General for Safety and Security of the Department of Safety and Security (UNDSS).

40   The identification of all actors within the UNSMS and their respective roles and responsibilities is further outlined in the Framework of Accountability for the United Nations Security Management System.
