10 WHO has established a procedure which ensures that the DG is regularly informed about security issues. In this regard, the DG is supported at headquarters by the D/SEC through the ADG/BOS and the Executive Director of the World Health Emergencies (ExD WHE).
20 The D/SEC is the WHO Security Focal Point (SFP) and ensures representation on WHO's behalf in internal and external fora dealing with security matters. This includes representing WHO at the UN Interagency Security Management Network (IASMN).
30 The D/SEC facilitates the effective and efficient management of security resources. The D/SEC in coordination with the ADG/BOS and the Comptroller is also responsible for oversight of WHO's contributions to the UN Jointly Financed Activities (JFA), UNDSS and management and sustainability of any Security Fund established to meet corporate needs in response to security related changes in any operational environment, regardless of funding source.
40 The D/SEC reports to the ADG/BOS and has global oversight on the day-to-day management of security issues of personnel as well as the provision of advice, guidance, and technical assistance across the Organization.
50 The D/SEC maintains a cooperative relationship with UNDSS and other UNSMS member organization security services, ensuring WHO representation in interagency working groups, and making recommendations to improve UN system-side security management, including intervening with UNDSS on behalf of country operations if there is a need to align security and operational policies.
60 In consultation with the regional offices and WHO Health Emergencies Programme management, the D/SEC provides advice regarding principles and guidelines on determining the need for Field Security Officers (FSOs) in HQ and in the field. The D/SEC provides technical oversight of WHO FSOs through the Regional FSOs where present and directly supervises the headquarters-based security team.
