10 The Regional Directors and their Directors of Business Operations (D/BOS)/Directors of Administration and Finance (DAF) in the Regions play key roles in overall regional security management. They are responsible for maintaining situational awareness of emerging threats and proactively planning and allocating funds for security. Of particular importance is their role in ensuring the appropriate programming of resources to address security needs in each country of operation, especially those necessary for compliance with policy and the approved Security Risk Mitigation Measures (SRMM) in all settings.
20 The D/BOS/DAFs of the Regions, in consultation with the Regional FSO where present and the D/SEC, identify locations needing specialized field security staff.
30 On behalf of the DG and the RDs, the D/BOS/DAFs of each Region exercise managerial oversight over the implementation of security measures in their regions. In exceptional circumstances, they may overrule decisions in the field relating to the safety of personnel, in principle after consultation with the ADG/BOS and the D/SEC.
40 In support of their responsibilities, D/BOS/DAFs are assisted by SEC, based at headquarters and, where warranted, FSOs based in the regional offices. The Regional FSOs, where present, provide support and advice to management, including proactively analyzing possible threats to personnel security in their regions, reviewing compliance, assessing security gaps and proposing solutions. Equally important, they provide direct support to the field through security training, advice to personnel and security planning.
