10   As far as personnel safety and security is concerned, WHO recognizes no fundamental distinction between categories, such as international and national, or professional and general service. Except where restricted by administrative instructions and applicable laws, safety measures should apply equally to all. Prior planning and consideration must be given to cases where specific limitations apply, and steps taken to ensure the safety of all personnel.

20   International and national personnel, for example, should, in principle, receive the same training and equipment. The same applies to consultants and persons temporarily deployed to WHO (e.g., UN volunteers and persons put at the disposal of the Organization by governments or governmental agencies), all of whom are required to adhere to established security guidelines.

30   All categories of individuals working on behalf of WHO must be considered in security planning. In instances where entitlements vary among personnel, such as in the case of evacuation, planning should consider the differences and provide reasonable measures for ensuring the safety of all, e.g., establishing procedures for national personnel after an evacuation and providing for continuous contact and advice.
