​10  WHO technical products for purposes of data collection, data processing, reporting, dissemination, statistical use, and digital documentation of algorithms or recommendations for diagnosis, prevention, treatment and related health actions at individual and population levels are subject to WHO digital and data governance policies and principles (see sections XXII.1.1 and XXII.1.2​). All technical products will allow access to metadata. 

20  WHO technical products and their related metadata are made available as public goods under appropriate open licences (such as Creative Commons or Open-Source Initiative-approved). All standards used in such products should also be made available as public goods under appropriate licences, free of charge and without limitations to WHO and end users of the products.

30   WHO technical products and their related metadata must use available WHO data standards, where relevant, such as terminologies, nomenclatures, classifications, related indicators and technical specifications for data fields and electronic documents or algorithms.

40  All data and relevant digital technical products must use a consistent set of standards and data field specifications and labels from common platforms. Specific standards and specifications apply to the semantic and syntactic (or data exchange) components.

50  WHO tools for the representation, collection or processing of data (including for analysis and decision support) must have a format for structure and content that complies with both semantic standards (e.g. the International Classification for Health Accounts (ICHA), the International Classification of Functioning, Disability and Health (ICF), the International Classification of Health Interventions (ICHI) and the International Statistical Classification of Diseases and Related Health Problems (ICD)) and relevant syntactic standards (e.g. Fast Healthcare Interoperability Resources (FHIR), GS1 and WHO specifications), and standards for calculations (e.g. Clinical Quality Language (CQL)), where appropriate.​​​
