10   If WHO departments collaborate with external entities to develop and produce publications, and the work has not been commissioned under the terms of an Agreement for Performance of Work (APW), such cooperation should be described in a written agreement between WHO and the external body. The agreement should outline the rights and responsibilities of each party, including the ownership of copyright. Whatever the type of collaboration, copyright in the publication may not be shared with external entities, except in the case of publications that are jointly developed and produced with other United Nations agencies. All technical and financial contributions should be appropriately acknowledged in the publication (see section VIII.2.1, paragraphs 40 to 100).

20   Financing may not be accepted from commercial entities for activities leading to the production of WHO guidelines, standards, norms or recommendations. Funds may, however, be accepted from commercial entities for meeting the printing costs of publications issued by WHO, as long as no conflict of interest arises, subject to clearance by LEG. Such contributions shall be acknowledged in accordance with the Guidelines on working with the private sector to achieve health outcomes (document EB107/20). Financial contributions from external entities, commercial or non-commercial, do not entitle those entities to have their name or logo on the cover of publications issued by the Organization (see section VIII.8.1, paragraph 80).
