​​​10 Drivers play a critical role in WHO achieving our mission in a safe, effective and efficient way.

11 Driver recruitment will take into account, as a minimum:

  • Assessment of driving skills
  • Relevant experience
  • Fit to work assessments
  • Overall team diversity

20 Drivers recruited by WHO must meet the requirements established by WHO as well as local national standards. 

30 The following checks must be completed before a driver is allowed to drive a WHO vehicle:

  • ​Drivers must undergo an annual medical fitness examination according to WHO Staff Health and Well- being criteria. Medical examinations section of eManual:
  • ​​Drivers must undergo an eyesight test annually, and an ophthalmologist examination every two years to qualify to continue driving for WHO.  Note that the validity dates from all eyesight and medical assessments must be registered into the Fleet Management System.​
  • Verification of validity of relevant driving license(s).
  • Verification that appropriate training has been provided for the type of vehicle being driven in the case of all specialist vehicles.
  • Confirmation that drivers are familiar with their obligations and duties under this section of the eManual and the WHO Fleet Management Handbook.
  • During emergency operations, where there are time pressures to recruit drivers and become operational rapidly, the same standards must be applied. 
  • Driver assessment procedures must be planned and implemented irrespective of the size of the operation.

40 All drivers must be issued with individual Driving ID Tags / cards and must ensure they have these on their person at all times while on duty.​

50 Driver Training and Development

It is important that drivers are competent to carry out their tasks and duties. This will require a period of initial induction training coupled with ongoing training and development throughout their employment with WHO. The Transport Manager/Assistant must ensure that drivers receive training on the following

51 Drivers of specialist vehicles (e.g. armoured vehicles) must receive training on the vehicle before being permitted to drive.

52 All drivers must receive basic first aid training including the correct use of the Vehicle First Aid Kits and an HIV/AIDS awareness brief. The first aid training should be conducted as early as possible after induction and always within 12 months of recruitment and delivered by a suitably qualified and experienced person and with a recognized competency certificate awarded to each driver. A record of a driver's attendance at first aid training and HIV/AIDS awareness brief should be held by the relevant human resources department and/or recorded by the Transport Manager/Assistants in the FMS. Subsequently, each driver must undergo a first aid refresher training once a year.[1]

53 All drivers must receive advanced safe driving training within 12 months of starting their duties.
