Purpose and application

10    This section establishes the administrative policies and procedures required to implement Staff Rules 430 and 1085. Its provisions apply to all staff members, in so far as these are required to undergo medical examinations and immunizations.

General

20    In order to assure itself that persons appointed to the Organization are fit for employment and that their health suffers no avoidable deterioration as a result of their employment by WHO, the Organization requires all staff members to have a medical examination on entry, at regular intervals during their service career, on reassignment, prior to special leave without pay and special leave of more than two months. The Staff Physician, Staff Health and Wellbeing Services (SHW) /Regional Staff Physician (RSP) may also require a staff member to undergo medical examinations whenever they judge that the circumstances so warrant (see Staff Rule 43​​​0.4) and if required or requested prior to separation.

Staff physician

30    The term "staff physician" is applied either to Staff Physician, SHW at headquarters or to those physicians assigned to serve at headquarters or in regional offices in a similar capacity. The Staff Physician​, SHW and RSPs are staff members appointed in accordance with normal appointment conditions. RSPs are selected by the Regional Director in consultation with Staff Physician, SHW and are under the technical supervision of ​SHW.

Responsibility

40     The staff physician or another physician designated by them is responsible for carrying out all officially required medical examinations or immunizations, and for reporting on the fitness for duty of each staff member to HR Administrator, GSC. If for any reason a staff member wishes an examination to be performed by another physician, they must obtain the approval of the staff physician, and ensure that the examination follows the form established for the Organization's examinations and that a detailed report on it is sent to the staff physician.

50    HR Administrator, GSC is responsible for taking the necessary administrative decisions as a result of the reports of the staff physician.  The Director, Human Resources and Talent Management (HRT) may also be consulted as required when a staff member’s medical examination indicates the staff member is not fit or no longer fit to perform their duties. 

60     In order to assure itself that persons appointed to the staff on temporary appointments are physically fit and that their health suffers no avoidable deterioration as a result of their employment by WHO, the Organization requires all staff members to have a medical examination on entry. The Director of SHW/RSP may require a staff member to undergo medical examinations whenever they judge that the circumstances so warrant (see Staff Rule 430.4).

70    The same medical examination provisions applicable to fixed-term staff members apply to staff on temporary appointments of more than 60 days.
